KEY ACCOUNTABILITIES & ACTIVITIES
Key Responsibilities
Technical lead for operational oversight management of all assets within the department jurisdiction.
Manage, co-ordinate and liaise with service providers to develop all aspects of the FM strategy, delivery plan and operational requirements for NEOM.
Contribute to developing the scope of work and procurement of O&M contract to develop options for FM strategy, including the associated business cases.
Work closely with Internal stakeholders and Finance teams to develop presentations to ExCom for approval of the proposed FM Management strategy & Operations business model.
Oversight of the FM service providers and consultants during development of the strategy scope, including the relevant KPI's.
Coordinate with all NEOM Sectors and other Regional Development teams to ensure their FM strategies are fully aligned.
Work closely with the service provider teams to ensure all strategies and designs are compliant with FM regulations, codes, and standards.
Provide regular feedback and Reporting to Senior Management with regard to status of strategy for developments, update business plans and coordination incorporating Transport, Tech & Digital and Site Wide Infrastructure.
Manage interfaces between various NEOM entities to ensure strict adherence to the agreed delivery schedules and develop contingency recovery schedule, as and when required.
BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills and Experience
15+ years extensive experience in, and understanding of, FM strategies for, multi- disciplinary projects (residential, commercial, industrial, sports, marine etc.), at least 7 of which as Technical Lead in strategy delivery.
Detailed knowledge of, and fully conversant with, all international FM codes and standards e.g., IBC's, BS, Euro Code
Experience in developing revenue/recovery business case/revenue model for FM charges.
Proven ability to implement strategy review, problem-solve in real time and make effective decisions in a fast-paced environment.
Excellent communicator (verbal and written) and a good command of English and ability to present confidently to small and large audiences.
Proven ability to build effective, professional relationships and trust with colleagues, and internal and external stakeholders alike.
Fully computer literate, proficient in Microsoft Office application; familiarity with CAFM and BIM is desirable.
Proven ability to work under pressure, to handle and prioritize multiple tasks and projects simultaneously.
Strong leadership ability, rational judgement, and reasoning skills, with proven ability to communicate effectively at design office, site, management, and client levels.
Qualifications
Bachelor's Degree in Facilities Management from an accredited university – Masters' degree preferred. Alternatively, BEng with the appropriate experience in large, mixed used developments, ideally accommodation.
MENA experience would be beneficial.
Professional registration and accreditation with applicable institute i.e. CIBSE.
Excellent communication skills, with high standard of English (oral and written).
