Job Description

We are seeking a highly experienced QHSE Manager to lead and oversee all aspects of our Quality, Health, Safety, and Environment (QHSE) Management Systems across various offshore operations. You will play a critical role in ensuring compliance with international standards, mitigating risks, and fostering a culture of safety and environmental responsibility.

Responsibilities:

  • Management Systems Development & Implementation:

    • Design, develop, implement, and maintain QHSE Management Systems adhering to international standards (ISO, BS, EN) for ship management, diving operations, ROV operations, geophysical surveys, subsea services, and offshore EPIC projects.

    • Ensure alignment with industry best practices (e.g., OCIMF, IMCA, IOGP & IADC).

  • Documentation & Oversight:

    • Develop and maintain IMS Manuals and Procedures compliant with international standards.

    • Oversee document control and standards management, including updates and external document distribution.

  • Auditing & Certification:

    • Plan, conduct, report results, and retain records of internal QHSE audits.

    • Act as the Management Representative/Appointee for liaising with certification bodies to secure and maintain QHSE Management Systems certification.

  • Performance Management & Improvement:

    • Report on QHSE management system performance and improvement needs to senior management.

    • Facilitate comprehensive management reviews to ensure the suitability, adequacy, and effectiveness of QHSE systems, policies, and objectives.

    • Define, collect, and compile performance metrics for management review purposes.

  • External Communication & Consultation:

    • Facilitate communication with external stakeholders regarding QHSE matters.

    • Offer consultation on QHSE to relevant external parties.

  • Corrective & Preventive Actions & Customer Focus:

    • Review and assess the effectiveness of corrective and preventive actions (CAPA).

    • Implement processes for customer satisfaction and complaints resolution.

  • Tendering & Project Support:

    • Compile QHSE information for tenders related to ship provision, subsea services, diving operations, ROV services, underwater surveys, inspection, and repair of offshore & underwater assets.

  • Environmental Management:

    • Provide guidance on environmental aspects identification, impact assessment, and development of HSE management programs.

    • Support ESG (Environmental, Social, and Governance) reporting as per GRI standards.

  • Risk Management & Compliance:

    • Collect, monitor, and analyze QHSE KPI data.

    • Identify, analyze, and manage enterprise risks at the Business Unit level.

    • Maintain and update the Enterprise Risk Register, including Key Risk Areas (KRAs).

    • Ensure adherence to regulatory requirements and update compliance mechanisms.

  • OVMSA/TMSA Implementation:

    • Support the deployment and periodic review of OVMSA/TMSA best practices, coordinating external reviews as needed.

  • Contract Management:

    • Develop contract-specific documents like QA/QC plans, ITPs (Inspection and Test Plans), and KPI monitoring plans.

  • People Management: (if applicable)

    • Lead and manage a team of QHSE professionals.

    • Drive performance, engagement, and development within the team.

Qualifications:

  • Education & Professional Qualification:

    • Bachelor's degree in Marine Engineering or Mechanical Engineering.

    • IRCA approved Lead Auditor qualifications for ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018.

  • Experience:

    • 8-10 years of experience in implementing and maintaining QHSE Management Systems according to ISO standards (9001, 14001, 45001) in the role of Management Representative.

    • 3-5 years of experience auditing QHSE Management Systems in the marine environment (various ship types).

    • 3-5 years of experience compiling QHSE packages for tenders.

    • Experience with Enterprise Risk Management, ESG data management, QA/QC plan development, and HSE plan development for offshore projects.

    • Experience interpreting and applying statutory/regulatory requirements, industry standards (OCIMF, IMCA, IADC), and ISM Code for compliance in marine business processes.

  • Skills:

    • Good knowledge of MS Office & Oracle Fusion (or similar enterprise software).

    • Business-fluent English.

    • Strong leadership and interpersonal skills (if applicable).
