The project:

This is an opportunity to work on one of the largest program in Saudi Arabia. This unique project consists of major mixed-use development including sports facilities, entertainment, and arts along with all associated infrastructure.

Mace is one of the delivery partners requiring high-calibre and experienced professionals to lead integrated teams throughout each phase of the project.

The associate director of procurement will be responsible for leading the pre. and post-contract end-to-end procurement tender cycle from pre-qualification process (identifying potential suppliers, scope clarification), RFP preparation, conducting negotiations on high-value projects to contract preparation and preparation for signing. This includes any provisional sums.

You’ll be responsible for:

Recommend procurement strategies to the client and actively support their delivery.

Managing and maintaining client, internal and external stakeholder relationships.

Manage contract negotiations including pre and post-awards activities.

Ensuring that all stakeholders such as administration, operations and finance understand and adhere to contractual obligations reflecting them accurately.

Monitoring performance of procurement and commercial activities using key metrics and preparing reports for senior management.

Responsible for all the procurement activity for the project(s) including but not limited to, the preparation and review of expressions of interest and pre-qualifications, production of tender documents and request for proposals, management of the tender process, analysis and evaluation of tender submissions, arranging and chairing contract negotiations, and the facilitation and oversight of the signing of the agreements.

Working collaboratively with the supply chain management and procurement teams manage and negotiate contracts with suppliers' subcontractors and vendors.

Provision of contract management and administration activities for the framework of projects including the evaluation of the contractor against their obligations, evaluation of contractor's claims and the provision of mitigation strategies to the client, agreement of KPIs with the contractor, maintenance of appropriate records, and ensuring the contractor has the required bonding and insurance in place.

Reviewing contracts and making recommendations on procurement.

As well as resolving issues with contracts and commercial operations.

Contributing to the implementation of the program strategy and the development of the specific project action plan. As well as contributing to the broader procurement leadership team to support improvements in processes and procedures.

Oversight of the master budget identifying variances and mitigation actions.

Defining jointly all project plan documents, including the scope and financial plans, schedule and risk management plans.

Development and distribution of presentations, weekly, and monthly reporting on all aspects of procurement on the project.

Directing and supervising the cost management team providing support across the project.

Assists the commercial and project director in devising and executing action plans to rectify potential cost overruns, schedule delays, or accommodate significant changes to the scope of work.

Review supervision consultants' recommendations for extension of time or recovery plans to include contractor claims.

Contributing to the implementation of the program strategy and the development of the specific project action plan.

Ensure procurement resources are appropriate to meet current and future commitments and to maximize opportunities.
