Key Accountabilities
Preparing Cost estimates and allocation tables.
Cost estimation reports, including cost estimates in the context of contractor claims and prices.
Providing initial advice and preparing the framework in the context of value engineering opportunities.
Providing initial cost analysis information for estimating purposes.
Developing and setting standards for how to calculate the estimated cost, numbers of workers, quantities of consumables, spare parts, and detailed elements of operational contracts, and supporting the first party to transform to performance-based contracts for operation and maintenance contracts.
Establishment of the estimated prices for each client request.
Records and tracks the action and produces estimates to assess impacts in terms of cost, and monitors the implementation of the approved changes by the on-site consultants and contractors.
Changes Review: Prepare cost estimates (or cost range) for potential changes based on input from the parties that will be making the change, and then shall obtain estimates from parties affected by the change.
If it is necessary to make a change due to urgent circumstances before costs are agreed upon, the consultant shall apply controls to ensure that the costs incurred are managed effectively, such as expenditure restrictions, detailed record-keeping requirements, use of a previously agreed upon price schedule, and so.
Estimate the cost of completing the outstanding services or works and submit a recommendation for the value, which will be deducted from the fees of the defaulting consultant or contractor
Lead the process of estimating project costs, including materials, labor, and overhead.
Collaborate with team members and managers to gather relevant data for accurate estimations.
Conduct benchmarking and analysis of historical project data to inform future estimations.
Identify areas for cost reduction and efficiency improvements
Work closely with clients to understand project requirements and expectations.
Provide transparent and detailed explanations of cost estimations to clients.
Stay informed about industry trends and best practices in estimation and measurement.
Implement process improvements to enhance the efficiency and accuracy of estimation processes.
Lead a team of estimators and measurement specialists
Ensure that estimations comply with relevant laws, regulations, and industry standards.
Implement quality assurance measures to uphold accuracy and reliability in estimations
Accountable for the accuracy and reliability of project cost estimations.
Responsible for managing and optimizing project budgets through effective cost control measures.
Develop and implement standardized methods for quantifying materials and measuring work.
Ensure consistency and accuracy in the measurement of quantities for project elements.
Utilize estimation software and tools to enhance accuracy and efficiency in the estimation process.
Specific Requirements
Bachelor's Degree in relevant field is mandatory
Minimum 10 years of related experience
Practical experience in the Kingdom of Saudi Arabia.
Experience in quality services and studies.
Public sector experience.
Experience in measurement and estimation.
In-depth knowledge of estimation/cost planning methods, concepts, and tools.
Exceptional analytical and problem-solving skills.
Excellent communication and presentation skills.
Ability to interpret and analyze large volumes of data in a concise and accurate manner.
In-depth knowledge of financial and costing reports
