Role Purpose
The primary objective of the HSE Lead Engineer is to coordinate the implementation of KOC PMC Safety policies, HSE Management System, and Project-specific HSE Management Plans. This role ensures compliance with relevant HSE legislation and KOC HSE requirements, develops and maintains statistical data for the project, and prepares necessary reports for the WorleyParsons KOC PMC HSEQ Manager.
Key Responsibilities
Core Responsibilities:
Develop, implement, and maintain the project HSE Management System (HSE MS).
Ensure site compliance with HSE legislation and KOC requirements.
Develop and maintain statistical data and prepare reports for the HSEQ Manager.
Monitor the EPC contractor HSE Management System and provide advice and assistance to ensure consistent compliance.
Ensure the EPC contractor develops and maintains a specific project Risk Management Plan.
Oversee the EPC contractor subcontractor selection processes to ensure timely and compliant execution.
Provide HSE advice and guidance to the EPC contractor management team.
Ensure EPC contractors maintain accurate and comprehensive statistical data on health and safety.
Monitor compliance with Kuwait legislative requirements and disseminate information regarding amendments and additions.
Review and advise on EPC contractor Safety Management System changes.
Develop and maintain professional relationships with KOC, regulatory bodies, and EPC contractors.
Site Management and Safety Implementation:
Conduct regular site visits to promote and ensure safe work practices.
Implement and maintain a quality safety observation program on each site/project.
Assist in identifying hazards and organizing work to maintain a safe working environment.
Support EPC subcontractor Safety advisors and site management in developing and revising site-specific safety programs.
Maintain a HSE audit and assessment program.
Perform regular inspections with EPC contractor line managers and prepare reports.
Disseminate safety information via bulletin boards, posters, newsletters, etc.
Assist in accident investigation processes and reporting.
Develop and implement safety initiatives to improve safety performance and objectives.
Ensure safety inductions are conducted for all new employees according to the EPC contractor's SMS requirements.
Monitor and ensure the availability and use of safety apparel and equipment.
Provide advice on developing project-specific procedures and Job Safety Analysis (JSA) training.
Advise on strategies to identify and control potential hazards.
Qualifications
Mandatory Requirements:
Bachelor's degree in engineering.
Extensive post-graduation experience in the Oil & Gas industry.
Significant experience in a Lead HSE Engineer role.
Practical experience with HSE management systems, reporting, and audit procedures.
Ability to develop, update, and maintain in-house procedures.
Conversant with local and international safety standards and norms.
Practical experience in design, construction, commissioning, and maintenance of oil & gas installations.
Additional SkillsStrong leadership and communication skills to ensure effective HSE management across all project levels.
Proven ability to influence and motivate teams to achieve high safety standards.
Detail-oriented with strong analytical skills for monitoring compliance and identifying areas for improvement.
