KEY ROLE ACCOUNTABILITIES:
Ensures the implementation of departmental policies and procedures, while maintaining adherence to existing rules and policies.
Provides leadership to the department.
Supports Senior Management by ensuring quality and timely reports and dashboards as necessary and by completing additional tasks as assigned
Establishes, educates and maintains a culture of safety, environmental awareness and emergency preparedness throughout the hospital
Develops strong working relationships with other entities within the organization to ensure this culture is maintained throughout the organization.
Maintains a high level of a quality work product in all areas of his responsibility.
Is responsible for the safety of the physical environment.
Maintains the authority to intervene in all emergencies.
Identifies safety incident trends; assists in developing corrective actions.
Ensures regulatory compliance in all areas of his responsibility.
Works to develop buy-in for safety programs from Senior Management.
Investigates accidents and near misses in the environment.
Defines safety priorities.
Channels safety concerns to the appropriate authorities.
Participates in and designs safety education programs.
Maintains a high level of performance for self and his subordinates to align their work product with the Mission, Vision and Goals of Sidra Hospital.
Develops and presents reports and dashboards to all required boards and committees.
Ensures that all areas of his responsibility are in compliance with the requirements of regulatory agencies and local governing authorities.
Develops Service Level Agreements with stakeholder departments and maintains a climate of safety and awareness within the workplace.
Oversees the standards, training, equipment, quality and professionalism of the following teams; Emergency Planning, Life Safety/Fire Management, Hazmat Response and the Hazardous Waste Emergency Team.
Effectively communicates and liaises with Qatar Foundation, HSSE and with all internal and external stake holders.
Ensures training and development is initiated and carried out in line with Sidra policies and procedures to meet departmental and organizational goals.
Oversees the budget through reporting managers, maintaining the appropriate use of resources to accomplish the mission of his departments.
Evaluates and approves Sidra's Emergency Management Plan and Risk Assessment programs.
Reviews surveys' results to determine the types of emergency-related needs that will need to be addressed in disaster planning, or provide technical support to others conducting such surveys.
Evaluates & approves emergency/disaster preparedness training courses & emergency drills that teach staff how to effectively respond to major emergencies and disasters.
Ensures availability of required resources associated with emergency preparedness plans.
Evaluates and approves instructional materials for staff, and make presentations in order to provide information on emergency plans and their implementation process.
Ensures at any time availability of Inventories and distributes biological, radiological, and chemical detection and contamination equipment.
Overall responsibility to ensure Sidra's standards & regulatory requirements are met with respect to the safe operation of Sidra's facilities.
Ensures Sidra's safety goals are met by overseeing and maintaining day-to-day safety programs at Sidra's facilities.
Advises the Facility Safety and Performance Director on safety issues and recommend ways to improve the safety of our operations.
A Key member in Sidra Emergency Taskforce as well as Sidra Safety Committee.
Adheres to Sidra's standards as they appear in the Code of Conduct and Conflict of Interest policies

QUALIFICATIONS, EXPERIENCE AND SKILLS: ESSENTIAL PREFERRED
Education Bachelor's degree in relevant field Master's degree in Environmental Health or any related subject
Experience
5+ years of experience with progressive responsibilities in Emergency Planning Life Safety, and Hazardous Waste Management including:
Experience in healthcare /supervisory and technical management
Extensive experience managing Fire Safety and Fire Services of a hospital or healthcare organization
Extensive knowledge of life & fire safety laws, codes, regulations and standards including NFPA
Knowledge of Joint Commission and Joint Commission International facility requirements
Experience in start-up environment
Experience in quality assurance standards
Great Knowledge of OSHA and NPFA requirements
Experience working with Qatar agencies as well as private industry on emergency preparedness and response issues
Certification and Licensure
Professional licensure from American Society for Industrial Security (ASIS)
Certified Health Care Facilities Management (CHFM)
Certified Health Care Safety Professional (CHSP) or an acceptable equivalent
Certificate in Safety Management (CSM)

Excellent written and verbal communication skills
Demonstrated in depth knowledge of hospital systems and protocols of Command Center control and management within a Health Care Environment
Demonstrated high working knowledge of Hospital Operation Centers and the complexities therein
Demonstrated high degree of ability and knowledge with regards to Information and Communication Systems
Demonstrated ability to analyze and resolve high level departmental, organizational and procedural issues
Ability to prioritize, organize and work on multiple tasks
Ability to recognize and identify risks and hazardous and document accordingly
Ability to exercise judgment and tact when interfacing with employees and outside auditors, inspectors, and/or agency personnel
Skill problem solving and resolutions
Ability to enforce regulations with firmness and tact

Sidra Medicine is a 400-bed women's and children's hospital, medical education and biomedical research center in Doha, Qatar. The hospital first opened its outpatient facility in 2016, followed by its inpatient hospital in January 2018. Qatar Foundation, a quasi-government organization, allotted a massive $7.9 billion budget for the hospital's construction. It first selected the center's contractors in 2008 but in 2014 assigned new contractors to complete the project. Biomedical research first began at Sidra in 2015. Outpatient care facilities and services were inaugurated in May 2016; as of 2018 there are at least 50 outpatient facilities. Throughout 2017, more than 25,000 people were treated at the hospital's outpatient clinic. On 14 January 2018, Sidra launched its inpatient hospital with 400 beds, treating 10 patients on its initial day of opening. The hospital is expected to become fully commissioned sometime in 2018, after the construction of an emergency department and the addition of further services.
