Role summary:

The Senior Procurement Manager will be responsible for the overall management of procurement activities (in terms of costs, time and quality) and the different disciplines (Procurement, Subcontract, Expediting, Logistics) assigned under Procurement team in Project execution from its commencement, through to completion and close out.

What you will need to do:

  • Development of Procurement strategies for preparation and presentation to the Project Management, Division and Corporate Procurement Management.

  • Establish in agreement with the Project Director the Procurement Execution Plan, Logistic Plan detailing Project organization and strategy for the critical Procurement items, works or services.

  • Implement and drive the procurement strategies in order to meet cost savings targets.

  • Direct involvement in the strategy definition and management of main Supply Agreements and Subcontracts.

  • Establish and manage the Project Procurement Plan and Procurement Tracking Schedule including organization of interface with other disciplines to plan and monitor all coming activities as well as schedule update

  • Organize and execute Procurement activities for materials, services, Subcontracts in order to provide effective and efficient services to meet the Project and Client needs.

  • Manage the sourcing and the preparation of the Project Vendor List considering the Client's requirements.

  • Concluding the Vendor's selection based on technical, commercial and risk assessment criteria in coordination with the Project Director and in accordance with Contractor's Procurement policies and Main Contract requirements.

  • Ensure the key stakeholders (Corporate Procurement, Category Leads, Technical expert) have been involved in the procurement process when required.

  • Ensure a close, continuous and efficient interface with Engineering, Project Control, Construction, Quality and Stores dept.

  • Ensure commercial, legal and contractual compliances in all the procurement transactions within the team.

  • Propose negotiation strategies and lead commercial and contractual negotiations.

  • Monitor the compliance with the Procurement Procedures and Client Contractual requirements.

  • Participate to the Client interface meeting for any Procurement subject matters.

  • Manage the preparation of the recommendation package for Client approval considering the contractual requirements.

  • Coordinate Procurement activities from the issue of the Material Requisitions up to the delivery of materials at the Project , and assure the Vendor's assistance during Construction and Commissioning activities.

  • Ensure proper negotiation with Vendors (T&C, schedule, commercial aspects etc.), commercial evaluation and selection of Vendors.

  • Ensure proper Contracts/Agreements finalization and Contract follow up including management of changes.

  • Vendors' and Subcontractors' Management.

  • Coordinate the Expediting team and ensure the material delivery in full compliance with the agreement and project's requirements.

  • Analyze the areas of concern (for procurement related activities), identify risks/impact in project execution and suggest possible solutions and corrective actions.

  • Coordinate, lead and supervise all logistics activities.

  • Issue the Procurement Reports for the Project Management Team and Client.

  • Ensure the proper filing and close out of the Procurement activities.

  • Train team on effective procurement processes and strategy.

What you will need to have:

  • University degree in Mechanical Engineering or Electrical Engineering

  • Overall 15 years' experience in work related field including 10' years as Procurement Manager on large projects.

  • Previous experience with projects in Middle East is required.

  • Experience in EPC Projects above USD 200M with ADNOC (or equivalent) is a must.

  • Previous experience in large Oil & Gas Projects is required.

  • Previous experience in leading and manage a team of a minimum of 5-6 people.

  • High mobility and willingness to travel between home base office and the Project site.

  • Good knowledge of ERP systems and any other related software.

  • Fluency in English is mandatory and Arabic language is an advantage.

  • Demonstrate ability to build strong working relationships and manage reporting at Project, Divisional and Corporate level with people of various cultures and nationalities.

  • Possesses excellent analytical skills.
