Job Description

JOB PURPOSE:
Provide technical leadership and support to identify all significant process hazards, assess risks and provide
cost-efficient management solutions for the assigned process units in the Refinery in accordance with the
Company risk management procedure. Facilitate in safe and efficient operations of process units and equipment
by providing process safety expertise.
KEY ACCOUNTABILITIES:
 Assume process safety expert role at assigned facility and implement & monitor all process safety
policies and procedures as per company directions. Provides expertise in implementation of most
effective Process Safety Management Model by engaging all levels of organization.
 Takes responsibility for the compilation and updating of Process Safety Management policies, systems,
processes, procedures, guidelines and controls.
 Reviews technical standards in coordination with other departments with respect to health and safety
risk management content to ensure that all departments’ operations meet best practices.
Process Safety Operations
 Conduct and participate in Hazard Identification and Risk Assessment (HIRA) for plant modifications,
abnormal conditions, etc.
 Takes responsibility for process safety activities in specific operational units as assigned by
management. Ensures the approval of all deviations from performance criteria for equipment critical to
process safety by carrying out review and approval procedures in accordance with company guidelines.
 Provides process safety expertise and support to the other departments, as required.
Projects and Revamps:
 Participates in HSE studies/reviews as per company guidelines during major projects/revamps.
 Assume responsibility for process risk management audits and their follow up as directed by
management at all stage of Project development.
 Participate in Project Design Change reviews (DCA) as required by Company and provide expert
opinion.
 Participate in Pre-Start up Reviews for Project units, as assigned.
Technical and Operational Integrity Management:
 Participates in the technical evaluation of process safety issues for management of change activities.
(MOCs).
 Provide support for pre-start up safety reviews (PSSR) for process units for modifications and
shutdown/turnaround, etc.
 Facilitate downgraded situations (DGS) management and participate in risk assessment and CRA.
 Facilitate HSECES Defeat and Deviation management, alarm rationalization and other procedures
pertaining to technical and operational integrity of operating facilities.
 Participate in Process Safety Events (PSE) investigations and provide expert opinion for such event
classification and investigations.
Planned Maintenance, Shutdown and Start up
 Provides process safety expertise and auditing during planned maintenance activities, shutdowns and
turnarounds by facilitating the risk assessments, technical reviews, shutdown/turnaround PSSR, etc.
 Carries out audits of minimum assurance tasks for HSE Critical Equipment and systems.
 Conduct spot audit of standard operating procedures in regards to the maintenance and shutdown of
specific equipment e.g., pumps, compressors, fractionators, heaters, control valves, and other refinery
process equipment.
Troubleshooting
 Provides technical analysis of process safety issues when problems occur with Refinery
units/equipment and recommends appropriate solutions.
Process Safety Audits
 Schedule and ensure monthly process safety audits to ensure compliance and healthiness of Process
Safety key performance indicators.
 Ensure daily process safety concerns are reported and resolved
Others
 Perform other process safety and HSE activities, as assigned by management

 Train and develop the assigned staff on relevant skills to enable them to become proficient on the job
and deliver the respective section objectives.

 Provide input for preparation of the Department budgets and assist in the implementation of the
approved Budget and work plans to deliver Section objectives.
 Investigate and highlight any significant variances to support effective performance and cost control.
Policies, Systems, Processes & Procedures
 Implement approved Section / Department policies, processes, systems, standards and procedures
concerning process safety in order to support execution of the Section’s / Department process safety
work programs in line with Company and International standards.
Performance Management
 Contribute to the achievement of the approved process safety Performance Objectives for the Section
/ Department in line with the Company Performance framework.
Innovation and Continuous Improvement
 Identify and implement new tools and techniques to improve the quality and efficiency of process safety
management
 Identify improvements in internal processes against best practices in pursuit of greater efficiency in
order to define intelligent solutions for issues confronting the Process Safety function.
Health, Safety, Environment (HSE) and Sustainability
 Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability
guidelines in line with international standards, best practices and ADNOC Code of Practices/HSE
Standards concerning Process Safety.
Reports
 Provide inputs to prepare Section MIS and progress reports for Company Management.
5. COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
 Assigned supervisor to provide information & reports, and take directions.
 Direct reports to receive information, give feedback and provide instructions.
 Concerned employees in Operations, Maintenance, Technical Services and in own Department / Team
to share information and coordinate work.
External
 Other GCs and ADNOC for exchange of information and coordination of work.
 External Auditors, as required.
 Consultants, Vendors & Contractors regarding execution of contracted work, and for external expertise
when required.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
B.Sc. in Chemical Engineering or equivalent.
 Preferably holds a CSP or CCPSC credentials.

 08 years’ experience in a Process Safety or related role in an Oil & Gas, Petrochemical &
Fertilizer/Chemical industry environment.
 Preferably 03 years (Out of ten) of working experience in Plant Operations / Process engineering.
Skills
 Knowledge of the Oil and Gas Industry
 Conversant with OSHA, API, NFPA, ANSI and CCPS
 Good knowledge of quality assurance international standards and procedures
 Excellent communication and interpersonal skills
 Excellent organizational, management, planning and presentation skills
 Strong decision making ability
 Ability to manage multiple priorities in a diversified and critical environment
 Very good knowledge of verbal and written English. Knowledge of Arabic is preferable.

WORK CONDITION:
Physical Effort Work Environment
 50% of work time is spent in the office with minimal physical effort exerted. 50% of work time is spent in walking, standing, and climbing while in plant areas.
 Exposed to prevailing weather and plant conditions for 50% of the work time. 50% of duties are performed in an air conditioned atmosphere.
