Job Description
KEY ACCOUNTABILITIES & RESPONSIBILITIES
To consult with the engineering and design team to ensure that all aspects of the design are suitable for timely and cost-effective procurement
To develop the project contracting strategy in accordance with Company and Client procedures
To source suitable vendor budgetary information to allow development of project cost estimates and schedules
To ensure that the overall project is delivered to meet the asset operational needs
To ensure that all work is completed without compromise to quality and is delivered according to the project schedule
To promote safe behavior at all times
Identification and selection of suitable Suppliers
Development and issue of RFQ Budgetary Pricing and Tender Documents to potential Suppliers
Preparation and co-ordination of Technical Bid Evaluation process
Preparation and co-ordination of Unpriced Commercial Brid Evaluation process
Assume the Role of Focal Point for all Bid Clarifications
Provide advice to Client on identified Contractor(s) Commercial issues during ITT phase
Collation of Commercial and Technical Evaluations and Preparation of Joint Recommendations
Authorization and Issue of Purchase Orders to Approved Suppliers where required by client
Attend Project Progress Meetings and provide reports to Project Manager as required
Timely development, processing and close out of any Purchase Orders required
Direct and supervise a team of relevant discipline engineers
Responsible for providing expertise and ensures the application of correct standards in all FEED / EPC deliverables in the design and development of projects associated with Oil and Gas processing, production and export
Supervise the work of relevant discipline Engineers and Superintendents and ensure that quality and standards are maintained, and cost-effective solutions are adopted
Fully understands the COMPANY HSE policy, procedures, regulations and objectives as they relate to his area of responsibility
Ensures that work under his control is performed in a safe and environmentally sound manner
WORKING RELATIONSHIPS
Internal: Business Services Manager, Engineering, Construction, Deployed Team Members, Project/Contract Manager, Other relevant functional leads/managers
External: Lead relationships with key suppliers and clients supply chain representatives
LEVEL OF INFLUENCE & DECISION-MAKING AUTHORITY
Under broad direction sets team objectives and responsible for the delivery of these
Supervision of project supply chain team
Ensure clear understanding of SCM processes and procedures and compliance against these (including Code of Conduct / policy / segregation of duties) Guiding other disciplines through SCM processes
Financial authority in line with FAL
Qualifications:
A bachelor's degree in relevant engineering or equivalent
Knowledge, skills and experience
Minimum of 10 years of relevant experience in the offshore / onshore Oil and Gas / Petrochemical and Marine industry
Detailed understanding of key subcontracting / procurement concepts and principles.
