Job Description
HTL is seeking a qualified and motivated HSE professional to join their Corporate Office team!
Summary:
This role provides support to the Sr. HSE Officer and HSE Manager in implementing health, safety, and environmental (HSE) programs and strategies. You will contribute to training initiatives, loss prevention strategies, and ensure adherence to HSE compliance across HTL Group operations.
Responsibilities:
Support the implementation of an effective HSE management system, training programs, and loss prevention strategies.
Collaborate with terminal HSE staff to deliver timely and accurate HSE support, coordinating with operations, maintenance, and finance departments.
Assist the HSE Manager and Sr. HSE Officer in cascading HSE compliance throughout HTL Group with the support of on-site HSEQ Officers.
Partner with the HSE team in developing HSE programs and initiatives that ensure adherence to company policies, standards, and regulations.
Promote employee commitment to HSE initiatives, improving overall terminal performance.
Collaborate with GEHSQ specialists to integrate HTL HSE strategies into business plans and support financial performance through effective loss prevention programs.
Develop, implement, maintain, and update HSE management systems, integrating best practices to improve terminal performance.
Organize and schedule HSE internal audits, site inspections, risk assessments, safety training, and coordinate project HSE reviews.
Develop reporting formats and minutes for recommended corrective actions from audits and investigations.
Support the Sr. HSE Officer and HSE Manager in incident investigations using the SCAT technique.
Assist in liaising with local authorities regarding UAE-based terminal HSE issues.
Additional Responsibilities:
Maintain awareness of terminal project risk assessments and method statements, updating documents for reference.
Interface with the terminal HSE team and ENOC GHSE on HSE issues, submitting monthly/quarterly reports (KPIs, business plans, action plans).
Assist in identifying workplace hazards, recommending industrial hygiene sampling/measurements, and control measures/PPE.
Assist the HSE team in maintaining and updating HSE documents within the HTL HSE Management System.
Coordinate HSE training programs for terminal HSE staff and employees with internal and external providers.
Support the Management Representative for the terminal in maintaining and updating ISO systems.
Participate in site incident investigations as needed.
Perform other HSE duties as assigned by HTL HSE.
Qualifications:
Bachelor's degree or diploma (preferred) in a relevant field.
Post-diploma in Industrial Safety with a minimum of five years of experience as a Safety Engineer in the oil/chemical industry (required).
Good computer skills.
Excellent written and verbal communication skills.
Strong interpersonal and behavioral skills.
